Prices - privileged and commercial parking permits for public parking areas

Parking permits for vehicles of persons with disabilities

Due to the limited number of parking spaces for the disabled, special permits have been introduced by which people with disabilities and their associations can ensure parking in places that are not specifically marked as places reserved for parking of vehicles of people with disabilities, for a duration of up to 2 hours during one day. This takes into account the objectives of the Directive on the establishment of a European ID card for people with disabilities and a European parking ticket for people with disabilities. The conditions for issuing permits for parking vehicles for persons with disabilities are identical to the conditions for issuing preferential parking tickets for tenants and preferential parking tickets "1.000 hours for residents", with the exception that the fee for issuing permits for parking vehicles for persons with disabilities from Article 21 of the General Parking Conditions is 2.00 € per month.

Vehicles of persons with disabilities should be properly marked in accordance with the Ordinance on the use of parking tickets for persons with disabilities (Narodne novine 139/2021). The 2-hour period starts from the moment of parking/first sighting of the vehicle and ends at the end of the second hour, can be used only once a day with the possibility of changing the zone or the location of the vehicle parking. After the expiration of 2 hours, the user must have a valid parking ticket for further use of the open public parking.

A person with a disability and an association of persons with disabilities may be entitled to 2 hours of free parking, provided they display a valid accessibility badge (placed on the inside of the vehicle’s windscreen) and hold a valid authorisation from the Parking Operator – Opatija 21 d.o.o.

The authorisation is issued upon submission of a request, which must include a copy of the valid accessibility badge and the decision on which the badge was issued, along with the registration number of the vehicle for which the authorisation is requested. The authorisation is issued for a period of one year, but not exceeding the validity period of the accessibility badge. The authorisation must initially be activated in person at the Opatija 21 cashier, while any subsequent activations can be carried out electronically (via electronic submission of proof of payment made through a transaction).

Commertial parking permits for vacation property owners/renters

A vacation property owner/renter (private citizen or legal person) can aquire a maximum of three (3) preferential parking permits and they are obliged to provide the required documentation for the Commercial Parking Permit for each subsequent year.
After each change of guests, the owner/renetr should report the change of the parking ticket user (vehicle registration number): by calling 051 401 365 (Cash desk of Opatija 21 d.o.o.), by email at , or by using the service for vacation property owners/renters (To be able to use the service, you should obtain your PIN verification code at Opatija 21 d.o.o.).

For providers of tourist accommodation, a commercial parking permit can be issued for a specific area depending on the address of the property where the rental activity is conducted, and for designated parking zones in accordance with the General Terms and Conditions of Parking.

The Service for vacation property owners/renters, users of the commercial parking permits for guests - Vacation property owners/renters, users of the commercial parking permits for their guests, can easily use this service to be able to report the guests vehicle licence plate  online. Before the first use, it is necessary to to obtain the personal PIN verification code at the cash desk of Opatija 21 d.o.o. Upon registration, the user gets an insight into the status of their privileged parking permits, and by clicking on the link "Change" you can easily change the vehicle registration number of the guest that is currently using the permit (select the country of origin and then enter the vehicle registration number).
