Privileged parking permit (PPK) - 1.000 hours for the residents of Opatija

In accordance with the new General Conditions of parking services in public areas and public garages (Službene novine Grada Opatije, nr. 12/2024, July 23., 2024), with the consent of the Town Council, Opatija 21 d.o.o. has provided a benefit for the residents of Opatija:

„Priviliged parking permit 1.000 hours“

The preferential parking permit (PPK) – 1,000 hours allows residents of the City of Opatija a 2-hour daily grace period (single use) in all open car parks and across all parking zones (zone  0 ,  1 ,  1A ,  2  i  3 ) with the possibility of moving the vehicle within the specified 120 minutes to another parking spot or another zone. In addition, users have free parking on all weekends and holidays in November, December, January and February.

The fee for issuing a “Preferential Parking Permit – 1,000 hours” is €1.30 per month, and residents can purchase a monthly permit or a permit for up to 12 months at a price of €15.60. A new parking permit must be activated at the Opatija 21 d.o.o. cashier (Marino Cvetković Sports Hall, Stubište Lipovica 3, 1st floor), upon presentation of an ID card and vehicle registration document (or other proof of vehicle ownership).

The right to a “Preferential Parking Permit – 1,000 hours” is granted to an individual who:

  • have residence in the City of Opatija, evidenced by an ID card or a certificate of residence issued by the Ministry of the Interior of the Republic of Croatia, which must not be older than 30 days from the date of application;
  • have a vehicle registered in their name, evidenced by a valid vehicle registration document, or use the vehicle under a leasing agreement, evidenced by the leasing contract and registration document, or use it as an employee based on a company decision, evidenced by a certificate of employment status and a company confirmation/decision authorising the use of the company vehicle for private purposes;
  • for parking users holding a “Preferential Parking Permit – 1,000 hours”, the obligation to pay for hourly parking in zones 0, 1, and 3 arises after 120 minutes from the start of parking throughout the calendar year, and in zone 1A after 180 minutes from the start of parking, also throughout the calendar year;
  • for parking users holding a “Preferential Parking Permit – 1,000 hours” during the period from the beginning of November to the end of February, parking on weekends and public holidays is included free of charge;
  • are individuals who qualify for the “Preferential Parking Permit – 1,000 hours”. The 120-minute grace period in zone 1A starts from the first observation after the 60-minute initial grace period has expired, and in zones 0, 1, and 3, it starts from the first observation by an authorised parking official or the automatic license plate recognition system and ends at the expiry of the second hour. The permit can only be used once per day (single use), with the possibility of changing zones or parking locations;
  • the parking locations where the “Preferential Parking Permit – 1,000 hours” benefit can be used include all open street car parks where the Parking Operator provides services, or in other concession areas within the administrative boundaries of the City of Opatija where the Parking Operator is also the concessionaire;
  • the “Preferential Parking Permit – 1,000 hours” cannot be used in closed car parks (in public garages or in parking areas controlled by a barrier).

An individual who meets the requirements for issuing any of the preferential parking permits (PPK – 1,000 hours, resident permit) may be issued a maximum of one preferential parking permit per entitlement. The user is required to initially activate the preferential parking permit at the company cashier, while any subsequent activations can be carried out electronically (via electronic submission of proof of payment made through a transaction). The user is obliged to provide documentation confirming their entitlement to the preferential permit every 12 months, which also represents the maximum validity period of the preferential parking permit. A preferential parking permit cannot be issued for a period shorter than one month. For a parking user whose preferential parking permit is not valid, the Parking Operator will issue a daily parking ticket.
